If you have a look to the screenshot attached (please, pay attention to the highlighted line in the accerciser window), you can see that accerciser is not showing the Name information for the GIMP main frame. It is only showing the Name info for the rest of the frames. -- GIMP accessibility

What exactly are you reffering to here? There is no such thing as accessibility information defined in any of the standards for X windows. So are you talking about the window title, the window role or the window class? All three are definitely set by GIMP. So I would say what you are reporting
