Binary package hint: mingw32-runtime

It is rather a wish than a bug.

When trying to compile the latest revision of FFmpeg, ./configure gives
the following error

ERROR: MinGW runtime version must be >= 3.15.

I've downloaded the tarball from the mingw site and unpacked it to
/usr/i586-mingw32msvc/

Then, FFmpeg wanted Win32 API >=3.13:

ERROR: avisynth and vfwcap_demuxer require w32api version 3.13 or later.

I've downloaded the revision 16038 of FFmpeg.
