Hmm, Konqueror seems to have problems with Launchpad's ajax fanciness...
it always sets things to won't fix if you click on the edit button.
Anyways, I've reported this to upstream:

I know konqueror has crashed in the past, and my toolbars are locked, so
maybe this is fixed? Ar you still experiencing this?

Oh, I didn't know you could lock those.
Anyway, when the program crashes it doesn't have a chance to save the settings
correctly, so this is semi-expected behavior.

ok...open konqueror, lock the toolbars...quit konqueror, so the settings
are saved.
then open konqueror again( you can see the toolbars are locked ). then
crash it. when you open konqueror again the toolbars show up unlocked.
this is not an expected behaviour at all.
