This addition to /etc/dbus-1/system.d/nm-pptp-service.conf policy group=dialout allow own=org.freedesktop.NetworkManager.pptp/ allow send_destination=org.freedesktop.NetworkManager.pptp/ allow own=org.freedesktop.NetworkManager.pptp-ppp/ allow send_destination=org.freedesktop.NetworkManager.pptp-ppp/ /policy solved the problem for me with GSM.
