Yes it's.

* If so, what specific steps should we take to recreate this bug?

- open seahorse
- go to trusted keys tab
- select a key
- select, with the right click, the option export public key
- after having saved the key you will see a asc file in the target folder you 
chosen in the previous step
- double click on the asc file
- you will obtain the error described in the bug comment

Well, when I double-click the asc fileit's supposed that nautilus launch 
seahorse to ask me for importing a public key as it should recognize that the 
asc file I saved is a public key (I have been an opensuse kde user for a long 
time and under this distro  the things ran in this way).
I think the user should never see an error message.

Hi, thanks for taking the time to file a bug report.

When you say you're double-clicking the asc file, do you mean you're
trying to decrypt the public key file? I apologise if I'm
misunderstanding you - I just want to be clear about this.
