Public bug reported:

Binary package hint: update-manager

When do-release-upgrade program almost finishes upgrading Ubuntu system
it asks user if he wants to reboot his computer. The problem is that if
user enters something other than y or n computer will be rebooted.
Moreover if user's default language is not English he doesn't know
whether he should press y or n or their localized equivalents. Therefore
it's wrong to assume that if user presses some wrong button that his
answer is yes. Possible fixes: either set default answer to no or keep
asking user until he presses right button.

** Affects: update-manager (Ubuntu)
     Importance: Undecided
         Status: New
