upstream debian. These changes are already in Ubuntu lucid, closing the
bug report.

It looks as if lucid allows libapache2-mod-php5 and libapache2-mod-passenger to
coexist already.
I believe this was fixed in debian bug #545872, which was included when
passenger2.2.7debian-1 was synced.

This causes a bit of a problem for me as well.
The official install instructions at
http://modrails.com/documentation/Users%20guide%20Apache.html#_apache_development_headers_aren_8217_t_installed
suggest building with prefork as well.
sudo apt-get install apache2-prefork-dev

I've rebuilt passenger against prefork and made it available
from my PPA

I'm using it without problems so far.
