As you mentioned your bug report has been merged to bug 373988. I also believe
that your problem is not the same as problem described in this bug, so I
suggest to remove link to this bug and continue your bug report. I think also
that your problems are not concerning ubuntu-doc package
Removing duplicate and bringing in another package - leaving this as
Incomplete in case there becomes a need to amend the documentation.

pd, you cannot download packages from
https://help.ubuntu.com/9.04/musicvideophotos/C/video-dvd.html page becuase of
apt: prefix in the link. Only systems that using DEB package managers (such as
Ubuntu, Debian and others) can be able to download and install such packages.
