I can confirm the bug. Even with the fix released today, I still can't open
Deluge for example:
ImportError: No module named libtorrent
As workaround:
sudo ln -s /usr/lib/python2.6/site-packages/libtorrent.so
/usr/lib/python2.6/dist-packages/
And now it's working perfectly.

I can confirm this bug on Karmic 64bit.

Methinks this wasn't the Ubuntu package, but the one from a ppa (maybe
deluge) - that's why you were unable to reproduce the error. Bug was
fixed nonetheless with the latest update today.
