Public bug reported: Rebuildd ships with both an /etc/default/rebuildd file and a configuration file in /etc/rebuildd/rebuildrc. Only the settings in rebuilddrc should be necessary for base values like archs, dists path of builder-bin. This way rebuildd is much more portable and its stop confusion about what settings has more priority.
To disable rebuildd from startup on boot one could remove or set symlinks accordingly. No need for a START_REBUILDD= rule.
