You can start a panel by typing 'gnome-panel ' from the command line.
You'll see some debugging text, but just hit enter a couple of times and
then type 'exit'. If you close the terminal window by clicking the [x],
your panel will close, so be sure to close it by typing 'exit'.

This isn't a Gnome terminal problem... I had to report a bug to be able to
access the internet, because both my panels are missing.
