I agree with OP, and I would like to add that this bug afflicts ALL texlive
packages. I have been able to free over 0.5GB of useless texlive documentation
corresponding to a small handful of basic texlive packages. Particularly
wasteful -doc recommendations include
* texlive-latex-extra-doc (230 MiB)
* texlive-base-doc (60 MiB)
* texlive-pstricks-doc (64 MiB)
* texlive-latex-recommended-doc (20 MiB)
(other -doc packages probably exist which may be at least as wasteful).

Can you shed some light as to where this discussion has been done several
times? If we have to deal with all this nonsense, I think we deserve to know
why. And thanks for the tip about --without-recommends.
