I can confirm the problem. There was no issue with 9.04, but after a
fresh install of 9.10 alpha 6, I have the flickering as well.
I am running Compiz on an Intel Mobile GM965/GL960 Integrated Graphics
Controller, but the flickering appears as early as the Ubuntu boot
screen.

I am running the xorg-edgers ppa and using KMS in hopes of fixing this
issue, the update to the edgers release reduced the problem
significantly, but there is definitely still flashing going on when an
animated cursor is showing.

I can also see animated cursors flicker, including occasional scan
lines. I did not see them in Jaunty, unlike the reporter, but then again
I may simply have not noticed. This is not on a netbook but a (proper?)
laptop.
