This bug seems to be fixed in lucid. After upgrading to lucid, I ran
echo options i915 modeset=0 /etc/modprobe.d/i915-kms.conf
as recommended in https://wiki.ubuntu.com/X/KernelModeSetting, then ran
update-initramfs and rebooted. The problem went away. Then I tried
removing the i915 option,

This bug was reported a while ago and there hasn't been any activity in it
recently. We were wondering if this is still an issue? Can you try with the
latest development release of Ubuntu? ISO CD images are available from
http://cdimage.ubuntu.com/releases/ .
