This seems to be my problem, too.
The option TV_Format PAL isn't honored in the xorg.conf nor by a
xrandr command.
With Windows XP it works!
May the solution be to upgrade to Lynx?

Ok i was about to give up on this. I also had the same problem, however
i had also changed my laptops and never thought it just being a karmic
problem. And just when i was about to give up i read your bug report.
And yuppie i found a solution.
Not elegant but it works.
