Sorry Scott, that doesn't work either. Do you have any other
suggestions? It would be very useful to be able to have the symlink
rules work without rebooting.

restart udev simply restarts the udev daemon, it is not expected to
trigger changes to the /dev filesystem
The following command may do that:
udevadm trigger --action=change
