The /etc/init/plymouth.conf script doesn't start plymouth at boot time at all; plymouth is (at this point) supposed to be started from the initramfs. Do you have an initramfs? It doesn't properly test if the plymouth excuteable is installed. Actually, I guess that implies you previously had plymouth installed, and then removed it, in which case you'd be looking at the old version of the plymouth.conf file from plymouth 0.8.0~-2 or earlier? As of version 1.183, ubuntu-standard Recommends: plymouth. Warning on boot about plymouth and fsck . fsck can take lots of time, depending on your drive speed and partition size.
