after executing
sudo apt-get install --reinstall update-manager/dapper
everything started to work!
what is the difference between this command line and the reinstall
function that I have used via synaptic UI?

From a root terminal, I can execute synaptic, select 'Settings --
Repositories' (which I assume is what you meant), and the dialog opens
properly.
I am running synaptic 0.57.8ubuntu11 on Dapper. What version do you
have?

belongs to update-manager, I'm moving this to that package.

synaptic 0.57.8ubuntu11 on Dapper i386 on a AMD 64 based system.
I had also installed a Dapper 64 on this system just before the i386
version and the problem was not present. The new installation comes
after a format of the ext2 partition.
