8 Years later, I think this has regressed? I have tried vlc-panel.png in both icon theme and in hicolor and pixmaps, it is not being used in VLC 3.0.8 Is vlc-panel the correct filename? If someone wants to add support theming the VLC systray icon, here is what needs to be done: MainInterface::createSystray() function in modules/gui/qt4/main_interface.cpp should be tweaked to query an icon called vlc-panel from the theme.
