Ok, if I get you right: Canonical has decided to drop support for Ekiga package for whatever reason, so package was moved from main to universe, and translations ship no longer with the translations packages but must be included in application package. I see that the new package for Maverick ships with translations, so Ekiga package maintainers simply forgot to include translations in Lucid package, and should provide an update package with translations for Lucid. So, shouldn't you set importance (Medium) and status (Triaged) in ekiga (Ubuntu)? same with German locale: ekiga 3.2.6 on Ubuntu Lucid Lynx is untranslated, ekiga.mo is missing from /usr/share/locale- langpack/de/LC_MESSAGES/. Upstream blames Ubuntu packagers, upstream bug is RESOLVED NOTGNOME. There are no ekiga.mo file in /usr/share/locale- langpack/xx_XX/LC_MESSAGES.
