Yes, it it is fixed and the new 6.13.1 or 6.13.2 driver should be
back-ported in Lucid.

 When watching video files (with Totem, VLC, etc.), the performance is very
 poor. It does NOT matter whether compiz effects are on or off. When they're
 off, the performance is slightly better but the flickering is more.

 One more thing... if a file is watched in full-screen, the performance is so
 poor that the video is lagging behind the sound. The situation is again
 slightly better, if the compiz effects are off.

 Mobility X1600 in use.

 This is very weird because I thought that ver. 6.13 and KMS on will bring
 the much anticipated better performance.

I'm not an Ubuntu package maintainer but a backport to Lucid is probably
unlikely as it would fall outside the definition of an SRU.  You can
monitor the package status at https://launchpad.net/ubuntu/+source
/xserver-xorg-video-ati

You will probably need to keep using the PPA you mentioned in comment
15.  The new radeon driver is already in Ubuntu 10.10 Maverick Meerkat
alpha 3 if you want to test the live CD.

So I suppose it's the driver version because the problem is gone now.
I used this PPA - https://launchpad.net/~ubuntu-x-swat/+archive/x-updates to 
update the X.Org packages and there the only update that actually matters is 
the radeon driver version which is 6.13.1.

Solved with:

kernel - 2.6.34 final (for Lucid from the mainline Kernel PPA)
xorg-server - 1.7.6-2ubuntu7.3
radeon driver version - 6.13.1

Hmm, interesting.

This sounds a bit like John Bridgman's comment which I pasted in the
first part of comment #6.

I have a Radeon 9800 Pro 128Mb.  I'm using KMS and can play videos fine
so there must be more to this than just colour tiling.

It would be interesting to know what the difference is between the
openSUSE 11.3 rc1 and the kernel 2.6.34 + X Server ver. 1.8.1 rc1 that
you tried.  Perhaps the Mesa version?  Or the xserver-xorg-video-ati
driver version?  Were you using the Ubuntu xorg-edgers PPA?

Though I made a clean reinstall of Ubuntu because of the experimental
state of xorg-edgers' PPA packages, I'll retest and see again what is
the situation now.

Colour Tiling in openSUSE 11.3 rc1 is not enabled by default but there are no 
such problems with the video decoding (even when Compiz effects are on).
xorg 1.8, kernel 2.6.34 in use.

I'm going to wait a little. Now the system is running without KMS
support and the performance is pretty much the same as in Ubuntu 9.10.

I'll retest with xorg ver. 1.9 and Kernel ver. 2.6.35 when they're
pulled in the Ubuntu Maverick repo.

In the Phoronix forums I found this post by AMD Linux's John Bridgman:

Note that the KMS performance hits are highly system-specific - eg on
balance my system feels as fast or faster with KMS than with UMS.

I think the limiting factor is CPU power (ie the KMS code uses more CPU
cycles than the UMS code), so it's extra important to make sure that
your power management settings aren't slowing down the CPU when you need
it.

Also, from your XorgLog:

(--) RADEON(0): Chipset: ATI Mobility Radeon X1600 (ChipID = 0x71c5)
(II) RADEON(0): PCIE card detected
(II) RADEON(0): KMS Color Tiling: disabled

In the same thread on the Phornix forums I found this:

KMS is slower because color tiling in DDX is disabled by default. You
need to enable it in xorg.conf, see man radeon. The man page is for
UMS so it lies sometimes.

There is sth more. When KMS is on, there is flickering/tearing while
watching videos.

Nope. No effect (or at least not so apparent) can be seen with 2.6.34
and X Server ver. 1.8.1 rc1.

It's worth a try.  Besides the initial Radeon power management support
(more of that coming in 2.6.35), kernel 2.6.34 includes several other
Radeon DRM changes, including this one:

I don't know enough to be sure, but the first one of those might improve
