packages installed for menu gnome:
 -alacarte 0.8-0ubuntu12
 -gnome-main-menu 0.6.2-0quinn5* (before i dont see this package, its not 
official distribution package, i will probe wish the ubuntu package and i'll 
retract my report, if that was the problem)
 -gnome-menus 2.14.3-0ubuntu1
 -libgnome-menu2 2.14.3-0ubuntu1

i'll try to do my best on this description: 

first follow this steps to see what i was see:
(dont use mouse clicks!!! only keyboard)
1) press ctrl+alt+tab, select the bar that contain the ubuntu menu
2) use arrow key of the keyboard to select the ubuntumenu, when you are on the 
menu, open it a press [ESC] to close
3) when it's close try to use some shortcuts of gnome, example alt+tab or 
alt+f2 (here is the problem, the shortcuts dont act (do nothing) )
4) press [ESC] an next [TAB] to exit of the selected menu (all the menu, to go 
to the icons on the bar) if i use shortcuts its still be disables

that was the problem that i see on my menu, and i want to report it, i
has many time usin linux an opensource software, for this reason i'd
report this bug

thanks for your bug. What version of Ubuntu do you use? Your description
is not clear. Keybindings don't work when a menu is open, that's a known
design decision (the menu takes the key events when opened), pressing
ctrl-alt-tab with the menu opened does nothing, is that your issue?
