This exact thing seems to also happen for VLC 3.0.6, Windows 7 64-bit. I
suspect its the same underlying issue still, this is a local 1080p/60fps

To manage
Open VLC from a terminal with verbose set at 2
Open a H.264 / AVC 1280x720 60fps mpeg4 video.
Hit play and then at any point hit pause
Press 'E' repeatedly, video steps a frame at a time displaying in the
terminal for each press;
[0x1ee85d8] freetype spu text debug: using fontsize: 45
Problem here is that the buffers are running short, so VLC is unable to
advance, including going to the next frame.
I fail to see a solution to that problem.

Why can VLC not allocate more resources to solve the problem? I don't
understand, it's not as if the machine is physically running low on
resources.

But it never becomes available no matter how long you leave it. If you
press play though it'll stay suspended for a few seconds and then carry
on.
Why would it struggle to step through 1 frame at a time when it can
playback perfectly fine at the full 60fps?
