I'm not sure about that workaround.
It does not work for me, on lucid, since you cannot use the
error_reporting() function in an apache conf file.
I added it instead to /etc/phppgadmin/config.inc.php:
// per Ubuntu bug 614481
error_reporting(E_ALL ~E_DEPRECATED);
and it seems
a Workaround is to add to /etc/phppgadmin/apache.conf
php_value error_reporting(~E_DEPRECATED)
this suppresses the error messages, but is not the defnitive solution
