Another user on IRC by the nick momal is having the same issue.
Removing the package and trying to update again does not work as other
packages are dependent on libuim3 to update.

ummm Momal here. It seems after running

dpkg -P libuim0

and then running

apt-get -f install

again it fixed the problem.
