Not present in up-to-date Hardy, KDE 3.5.9, not with my hardware at
least, changing time 2 or 4 hours (no change in minutes or seconds)
forward or back. (Powersave active, no screensavers.)

This is troublesome because it also blanks the screen when the kubuntu
installer sets the local timezone.

In my case I do have to touch the mouse. In either case, the screen
only goes black when moving the clock more than about 2 hours forward
and hitting the apply button. It doesn't happen moving the clock
backward or a small amount forward, and doesn't happen with the OK
button.
I am not running
I can confirm this on current Kubuntu Feisty.
