Public bug reported:

Binary package hint: evolution

I am setting up a computer for a visually impaired user who has trouble
seeing the caret/cursor in its default setting. I created the file
.gtkrc-2.0 in the home directory and filled it in with the following
text:

style "custom" {
GtkEntry::cursor_aspect_ratio = 0.9
GtkTextView::cursor_aspect_ratio = 0.9
EelEditableLabel::cursor_aspect_ratio = 0.9
GtkWidget::cursor_aspect_ratio = 0.9
}
widget class "*" style "custom"

This had the effect of making the caret/cursor visible everywhere in
Gnome, and in most fields of Evolution, however, in the mail composition
window the cursor settings are not honored. This, unfortunately, has the
effect of making Evolution completely unusable for this person, so I
will have to search for alternatives, perhaps Thunderbird.

This bug is not a regression, searching the interwebs turned up a casual
reference to the same behavior in Ubuntu 8.04
