Looks like you need to install linux-headers-2.6.35-22-generic. fglrx
depends on linux-headers|linux-headers-generic, which can be satisfied
by different versions of kernel headers. You need to make sure that you
have the ones matching the kernel you're actually running.

I suspected that because the process building the fglrx-module always
died with an error related to a Kbuild-file. This file did not
actually exist in the PAE-tree but as a symlink to the regular kernel
sources. Nevertheless, in my case, there was merely this link and no
file at the linked spot
