Public bug reported:

Binary package hint: gnupg2

On a fresh install, with no ~/.gnupg directory, gpg2 fails to create the
configuration file with the default settings because it's looking in the
wrong directory for the file 'gpg-conf.skel':

$ gpg2 --recv-key 16126D3A3E5C1192
gpg: directory `/home/user/.gnupg' created
gpg: can't open `/usr/share/gnupg/gpg-conf.skel': No such file or directory
gpg: keyring `/home/user/.gnupg/secring.gpg' created
gpg: keyring `/home/user/.gnupg/pubring.gpg' created
gpg: no keyserver known (use option --keyserver)
gpg: keyserver receive failed: Syntax error in URI

$ ls /usr/share/gnupg/
options.skel
$ ls /usr/share/gnupg2/*.skel
gpg-conf.skel
