Hum, I have a ATI HD 2600 XT, and I still have it with the latest
updates (see the black lines at the top). It is not fixed here :(

Ran with today's daily image for about 40 minutes. Looks good. No
artefacts appeared.
Looks like this is indeed fixed.

Hi Tan Kan,
Can you please re-confirm this bug still affects oneiric?
There have been several other -ati artifact bugs that users are
reporting they saw on natty but don't happen with oneiric so it'd be
reasonable to guess this one got fixed as well.

technically this bug has not been re-confirmed against oneiric, I feel
