Normally, I can create menu items in xfce menu that are called the same as the included menu items, and they will override the included items (i.e. I can change the icons or the submenu order, or add items into submenus). This works ok for all the properties of menu items, except the 'hidden' property. If this was fixed (i.e. the 'hidden' property of an item would be 'inherited' from the first occurence of an item in the menu file), then it would be possible to create gnome-like triple menu (Apllications/Places/System) and many other variations.
