I'm using Ubuntu 16.04 LTS, and I still occasionally get this problem on
a cold boot.
It's different than presented here though, because I do not see the
complaint in the .xsession-errors file, but only in the popup that
informs me the widget has failed.

go to your home folder
press cntl + h
then your home folder will display hidden files
check whether any of the folders is locked
right click on the folder then click properties. In that Click
permissions.
In owner, change folder access to create and delete files.
And then click Apply
I decided to go back to 10.04.3, 11.10 has too many system freezes/bugs
and slowness and other user-level inconveniences.
In 10.04.3 this and many other issues does not exist, and everything is
much faster in general, booting, starting applications etc, compared to
11.x

Seems to be resolved via a december update in 11.10, I have gnome-
panel 1:3.2.0-0ubuntu1 now.

Title:
I have similar problem after upgrade to 11.04. Only wallpaper is visible
nothing more. I cannot even run ALT+F2. When I tried to run Ubuntu-
Classic, then it is the same problem.

I have the same issue, but it also happens sometimes for the clock
applet and the system tray applet (which causes new problems because
programs with system tray icons report that they could not add their
icon to the tray).
