Natty alpha 3, logged into Classic Desktop, removed Unity components. Not using Indicator Applet Complete (I don't like it) but the Clock applet instead, combined with Indicator Applet Session and Indicator Applet. Steps to reproduce: Right click panel, choose Add to Panel, add Clock to panel, right click on it, choose Preferences, Time Settings is greyed out. Also, I don't think this bug should be marked as low importance because not being able to adjust the time of your computer sounds rather urgent to me.
