I would have greatly appreciated it if the emacs21-common-non-dfsg
package was the default for apt-get install emacs. I was interested in
learning my way around the editor, and was somewhat shocked to find that
while the tutorial was present, the manual was not.

If I wasn't familiar with apt, and with linux in general, I would have
had an annoying time trying to figure out why I didn't have some docs,
and as has been pointed out previously, there's no good reason for those
docs not being there.

I'm not familiar enough with the (apparently pretty harsh) politics
surrounding this issue to even fathom why someone would think that not
including the documentation for an app, but allowing the app to be
installed (especially with a program like emacs) would be a good idea,
other than saving disk space.

Is this resolved? I still can't get to the info files, even though I am
100% up to date with Feisty on AMD64.

This is crippling to sw developers.

All you need to do is apt-get install emacs21-common-non-dfsg. The fix
in-progress is just to alleviate the necessity of doing this by hand.

Hi mwolson:  In apt, Recommends denotes quite a strong dependency.  For 
example, the Debian Policy Manual section 7.2 says:
  `Recommends':
  This declares a strong, but not absolute, dependency.
  The `Recommends' field should list packages that would be found
  together with this one in all but unusual installations.
All the modern apt frontends (synaptic, aptitude in both command-line aptitude 
install some-package mode and curses mode, etc.) pull in Recommends 
automatically.  Apt-get when run from the command line does not, unfortunately, 
but IMO Depends still would be inappropriate here.  If used, Ubuntu would 
forbid people from uninstalling emacs21-common-non-dfsg for any reason, e.g. to 
save on disk space in constrained environments.

Could you please use Recommends instead of Depends?  (You see, emacs21
-common-non-dfsg contains important docs and text files, but still,
Emacs works fine without it.)

Jason: Actually, it *does* break things.  M-x customize has countless
links to the manual, which cause an error to be thrown when trying to
browse them.  Emacs has a very strong and not-easily-sundered
integration with its manual, so it would be a mistake to only use
Recommends here.

Will this take care of the unpleasant placeholder files in etc/ as well?
(see, for example, /usr/share/emacs/21.4/etc/THE-GNU-PROJECT.dfsg)

This is also an important thing to take care of before the feisty
release.

  emacs21 package depend on (*not* just suggest or recommend) emacs21-bin-
  common-non-dfsg, and ensure that the latter package installs the info
  files and the removed files from /etc in the proper place, removing any
  unacceptable placeholders that have been placed there by Debian (see,
  for example, /usr/share/emacs/21.4/etc/THE-GNU-PROJECT.dfsg).
  
  Another acceptable way of solving this would be to move the files out of
  emacs21-bin-common-non-dfsg and back into the emacs21 package.
  
  Since Ubuntu allows the distribution of GFDL'd documents and non-source-
