I'm seeing the correct behaviour on raring, Ubuntu 13.04 64-bit:
$ proxy http://www.ubuntu.com
http://localhost:8080
$ proxy ftp://ftp.ubuntu.com
direct://
$ gsettings list-recursively org.gnome.system.proxy
org.gnome.system.proxy autoconfig-url ''
org.gnome.system.proxy ignore-hosts
The above was tested on Ubuntu 10.10 64-bit with the latest
0.3.1-2ubuntu5 libproxy packages.
