the bug is a bit weird, what locale do you select on boot? there should
be no keyboard indicator on a live session since there is only one
keyboard layout by default. trying on an alpha2 image the region capplet
lists layouts as it should, is that still an issue?

gnome-control-center there? does it work fine on the installed system
after a new install? I'm wondering if some depends could be missing
