Public bug reported:

After upgrading from 10.10 to 11.04, Ubuntu did not start, Caps Lock and
Scroll Lock blinked. Booted in a live CD, it seems that the upgrade was
intrerupted, dpkg --configure -a did give a lot of errors, removed
packaged the had errors, reinstall grub, booted in a old version of
kernel, reinstall new kernel 2.6.38-10, now it boots and everithing
works. Automatic bug reporting tool did find this error, so I submited
it. This is the first boot with the nwe kernel.
