Since the network management plasmoid has very good graphics for showing
the status of the network it seems a bit overkill to have notifications
for network management. Currently the  only notification for network
management that is enabled by default is "The network management
subsystem was stopped or restarted" which doesn't seem like something
most users would want as a notification. I get this notification when
resuming from suspend/hibernation.
