I had the same bug, and found the problem: Running IPv6 first and IPv4
afterwards (in /etc/networking/interfaces) did not work. When I
prioritezed IPv6, I had to do a sudo mount -a before logging in.

(Most likely the problem is related to DHCP assigned network interfaces not
being up when mountall expects them to. This will cause a time out condition
that is only resolved after a considerable amount of time and sometimes not
at all, I.e the NFS shares remain unmounted when the user logs
Er, left a part out at the end there. ;) After making those changes to
mountall.conf, please reboot and attach the resulting
/var/log/upstart/mountall.log.
