I can't reproduce this as of today (2011-09-30); however I don't know
if that's transient, or if anyone has made a change to actually fix it.

Clarification: Shift-Alt-Tab does nothing. Alt-Shift-Tab briefly shows
the menu (per the Alt key), but equally does nothing.

Yes, Under Window Management the only one that is enabled is Static
Application Switcher.
Shouldn't the New Unity Switcher be appearing there in the list?
(Nb. I would have replied sooner, but I was stupid enough to try ticking to
enable a second switcher, which then crashed the thing).
