Despite the current Debian BTS status, this was fixed in clamav
(0.90.1-1) in Debian.

This is not a dupe of #39853 (sorry if I wasn't clear the first time).

The first part of the description above shows #39853 and was included
for completeness.  The second time through, this error:

Setting up clamav-freshclam (0.90~rc3-1ubuntu1) ...
 * Starting ClamAV virus database updater freshclam ERROR: Parse error at line 
19: Option NotifyClamd requires string argument.

Is not part of 39853 and is the new error I was trying to report with
this bug.

** This bug is no longer a duplicate of bug 39853
   While installing ClamAV dpkg returns an error
