I'm also affected by this issue. This is especially annoying because the greeter doesn't even seem to respect the same default layout as gnome's. I regularly switch between two keyboard layouts, and both gnome and the greeter used to have the same default. Then I changed the default layout in gnome, but it didn't change in the greeter.
