I don't see why this is a compiz issue: it's behaving as it should,
wanting attention to a changed window. I'm not even sure that it's
inappropriate that it stays on that workspace. It's the 'system
settings' application, and it just had something invoked.

thank you for your bug report, that's a known compiz issue and not
specific to g-c-c, it does the same in other indicators or softwares as
well
