Same problem here. Tried a number of fixes but none work.

Same here. Top and left panels disappeared both on upgrade to Oneric and
for install from scratch. It has to do with the ATI/AMD proprietary
graphics driver and/or compiz. Very frustrating. Bad Ubuntu.
