I think strace could be used here to get a clue of how Chrome is
selected.
$ strace -f -e trace=clone,execve apport-bug apport
I got trace like this:

apport-bug starts Chrome instead of Firefox
To manage
1) gconftool says:
firefox %s
2) gnome-open URL opens URL in firefox
3) pyhton webbrowser.open also opens URL in firefox!
4) there is no BROWSER environment variable set
= but still: apport-bug opens Launchpad in Google Chrome!!!
There must be something else or a bug somewhere!

I am not able to reproduce the issue.
I guess you can get a clue by checking the following:
1. gconftools --get '/desktop/gnome/url-handlers/http/command'
2. gnome-open http://www.google.com;
3. check python webbrowser.open
$ python
Python 2.7.2+ (default, Oct 4 2011, 20:06:09)
[GCC 4.6.1] on
Forgot to mention, you should also check if the environment variable
BROWSER exists.
If the environment variable BROWSER exists, it is interpreted to
override the platform default list of browsers, as a os.pathsep-
separated list of browsers to try in order.
