I actually can reproduce it. I tried installing it again today and the
problem happened. All I need to do is open Gwibber and it's listed twice
in the notifications area.
My version is 3.3.3.

I am unable to reproduce it as I have since decided to remove Gwibber
entirely from my system, which has removed the Broadcast button.
