Public bug reported:

Trying to access my webcam at /dev/video0 always fails with ffmpeg. It
still works with vlc.

My old scripts do not work anymore and even the simplest example:
`ffmpeg -f video4linux2 -s 640x480 -r 1 -i /dev/video0 -vframes 1 -f
image2 image.jpg` from http://wiki.ubuntuusers.de/Webcam does not work
anymore.

It resulst in errors like
http://ubuntuforums.org/showthread.php?p=11719668 . Alway containing a
error like 'ioctl set time per frame(1/5) failed'.

** Affects: ffmpeg (Ubuntu)
     Importance: Undecided
         Status: New
