Looks it is a known problem, even on the latest upstream kernel.
Alan stern has figured out a draft patch[1] to address the issue, but it
is still not a final version.

1. Connect a pl2303 USB to serial adapter to the system
2. Connect a device that generates some serial data periodically
3. Open minicom and view data from device
4. Close minicom but leave device connected to the serial adapter
(some
