Public bug reported:

When installing Precise, I chose English as language for menus etc, but
Norwegian keyboard layout. When installation was completed and system
booted up, I still had the English generic keyboard layout, even though
I chose Norwegian during setup.

I had a similar experience in Oneiric, but I found a bypass there where
I added English keyboard layout after first boot, removed Norwegian, re-
added Norwegian and set Norwegian to default. It then stuck, but it
doesn't in Precise.

After each and every reboot, the system reverts to the English generic
layout. To bring up my desired default, I have to run dpkg-reconfigure
keyboard-configuration. My Norwegian keyboard layout will then be active
until next reboot.

I might also add the the keyboard "icon" shows "no" (Norwegian) when
logging in, even though it's English, and when logged in the keyboard
icon shows "en", even though the layout has been reconfigured to "no".

Think this is my first bug report, so let me know if I should add
anything.
