This has affected me since Ubuntu 12.10 using side reveal. Currently
using 13.04 the frequency seems to have increased compared to 12.10. I
have not tested using corner reveal. Now it may take 30-40 attempts to
get the launcher to appear at times.

I have some news: I'm actually running Ubuntu inside a VirtualBox VM and
my problem was caused by the mouse integration. If you have mouse
integration enabled, as soon as you reach the display border the mouse
leaves the VM. Therefore the launcher won't show up again. Therefore I
don't think it is

I can't get the launcher to show up again except when pressing Alt + F1
or the Windows key. No matter what settings I try, it just stays
unimpressed by any of my mouse moves and hides itself in a parallel
universe or wherever.
